The story of Howly Junior College began with a group of energetic young people whose conversations beneath the Shilikha tree at Howly Chariali centred around a simple idea — to build an educational institution in Howly.
Their determination eventually became Howly Junior College. In June 1996, a general meeting was called at Chandi Barua Bhawan, where the proposal to create an institution named "Howly Junior College" was adopted and a managing committee was formed.
The institution was initially planned at the abandoned building of the former Prasuti Seva Sadan. The newly formed committee faced the challenge of transforming the neglected site and securing the land required for the college.
Financial support came through contributions from well-wishers, assistance from the private bus owners' association, portions of cinema proceeds, and contributions from shops and business establishments in Howly.
The college later organised the first prize coupon event at the Howly Raas Mahotsav as an effort to strengthen its financial position and improve its infrastructure.
The college was inaugurated on 17 August 1996 by Phani Bhushan Choudhury, then Minister for Labour and Employment, Government of Assam. The classroom was inaugurated by noted Howly educationist Jadav Chandra Das.
In its first year, the college had 76 students. Maheswar Nath from Howly Pathakhat was the first student admitted, while Binita Nath from Mairamara village was the first female student admitted.
The first class was an English lesson taught by Mahua Biswas of Babupura, Barpeta Road. Jagannath Das of Barpeta was the founding principal.
Howly Adarsha Vidyapith High School has its own significant place in the educational history of Howly. Its journey began as an M.E. school before developing into a high school and contributing to education in the region.
A general meeting for establishing the Adarsha Vidyapith M.E. School was held at Chandi Barua Smriti Bhawan.
The institution initially functioned with Classes V, VI and VII.
The birth of Howly Adarsha Vidyapith High School is recorded on 7 January 1973.
